The original maximum minted supply was 10 billion $1R0R. R0AR reports that 1.5 billion tokens have been burned, representing 15% of the original supply and leaving a theoretical maximum of approximately 8.5 billion before any future reductions. This is not the same as circulating supply.

Does the Base deployment create another 10 billion tokens?

It is not intended to create an independent inflationary supply. Whitepaper 4.0 states that the associated Base minting authority has been disabled and ownership revoked. Cross-chain expansion is intended to increase access and utility without multiplying the economic supply.
